An open letter to the U.S. Congress

Reject Reflect Orbital and SpaceX Satellite Proposals Without Environmental Review

14 so far! Help us get to 25 signers!

I am writing to urge you to advocate for the Federal Communications Commission to reject two unprecedented satellite proposals currently under review: Reflect Orbital's in-space mirror system and SpaceX's request to launch up to one million satellites for orbital data centers. The comment period for Reflect Orbital closes on March 6, making immediate action essential. Reflect Orbital plans to deploy satellites with mirrors to beam reflected sunlight back to Earth at night, creating artificial illumination exceeding three times the brightness of the full moon. This "sunlight on demand" system would disrupt wildlife and ecosystems that depend on natural cycles of light and dark, introducing an entirely new source of artificial light at night with serious public safety concerns. SpaceX's proposal is equally alarming in scale. Currently, approximately 14,500 active satellites orbit Earth. Approving SpaceX's request would increase that figure by nearly 70 times, potentially requiring thousands of launches each year. Once deployment begins at this scale, the effects on the night sky, orbital congestion, and the broader environment would be extraordinarily difficult to reverse. The FCC currently allows satellite deployments to proceed without environmental review under the National Environmental Policy Act. This regulatory gap must be closed. These proposals warrant rigorous scrutiny, transparency, and meaningful public input before any approval is considered. I support satellite technology and recognize its important role in modern life. However, I oppose unchecked expansion without oversight and full environmental review, particularly when technologies pose real and lasting risks to the global nighttime environment. Until adequate testing and review are completed, both proposals should be rejected in their current form. I ask that you publicly oppose these proposals and work to ensure the FCC implements comprehensive environmental review requirements for all satellite deployments. The night sky is a shared resource that deserves protection for current and future generations.
