(H.R. 3702 / S. 1743) It would first and foremost bolster the Stafford Act to help states during climate-driven disasters, of which heat is the most deadly. This is a real attempt to codify and put real actionable numbers and insights to the far-reaching consequences of excessive heat on our communities. It was written in response to Phoenix, Arizona reaching a record 118 degrees in July, 2025. The threat of extreme heat events poses severe risks to public health, infrastructure integrity, and economic productivity. This demands a comprehensive understanding of the multifaceted impacts through rigorous analysis.
