Mr. Musk's decision to provide a gun-mounted Tesla Cybertruck to Mr. Kadyrov appears to be a clear violation of these sanctions.
In addition, Mr. Musk's praise for Mr. Kadyrov is deeply troubling. Mr. Kadyrov has been accused of numerous human rights abuses, including torture, murder, and kidnapping.
