Fully Fund NOAA to Protect Whales and Marine Ecosystems

The recent National Oceanic and Atmospheric Administration (NOAA) report on large whale entanglements in U.S. waters is deeply concerning. In 2024, we witnessed a staggering 95 incidents, a significant increase from 64 in 2023 and well above the historical average of 71 per year. This alarming trend demands immediate action, and I urge you to ensure full funding for NOAA and strengthen the Marine Mammal Protection Act. The data is clear: our current safeguards are inadequate. California alone accounted for 25% of these entanglements, primarily in the San Francisco and Monterey Bay Area. Half of the incidents, mostly involving humpback whales, were directly linked to commercial or recreational fisheries. These entanglements severely impair whales' ability to swim, reproduce, and feed, often resulting in death. NOAA's research programs are crucial for monitoring and protecting our oceans, fisheries, and marine life. The proposed budget cuts by the Trump administration and potential weakening of the Marine Mammal Protection Act through draft legislation in Congress are steps in the wrong direction. We need stronger protections, not weaker ones. I implore you to take decisive action. First, ensure that NOAA receives funding at least equal to previous years. This is essential for the agency to fulfill its mission as outlined in the Marine Mammal Protection Act. Second, oppose any attempts to weaken this vital legislation. Instead, support measures to strengthen it, including the adoption of whale-safe fishing solutions like ropeless or pop-up fishing gear. While the cost of such gear can be challenging for fishermen, the long-term benefits to our marine ecosystems and the fishing industry itself far outweigh the initial investment. We must find ways to support our fishing communities while protecting marine life. The health of our oceans is not just an environmental issue; it's an economic one. Healthy marine ecosystems support thriving fisheries and coastal economies. By fully funding NOAA and strengthening our marine protection laws, we invest in the future of our coastal communities and preserve our natural heritage for generations to come. Act now to save our whales and protect our oceans. The alarming increase in whale entanglements demands nothing less than our full commitment and resources.
