Social programs and NIH need funding for humanitarian and economic benefits

We should increase funding and decrease red tape to programs like SNAP, WIC, and TANF. While this may seem counter-intuitive in the current budget environment, people who have enough to eat will do better in school and work, and this could benefit the economy in addition to the obvious humanitarian benefits. (Reducing the work week would likely boost productivity too: right now many people do not have time to sleep, do self care, exercise, volunteer, read to their children, etc.)
We should also increase funding and decrease red tape in programs like SSI, SSDI, Medicaid, and veteran's disability, as well as increasing funding to NIH (and setting rules to ensure underfunded diseases get fair funding). Again besides the obvious humanitarian benefits, people who are able to meet basic health needs and get useful treatments for their conditions are better able to do everything they can do, and to buy more services and products.
Removing means testing would save more money in administrative costs, than it would add in increased eligibility, and would greatly reduce hassle. Every minute someone spends in red tape is a minute they cannot use for working, self care and personal health, family care, etc.
