Allowing an unelected billionaire's agency to seize control over the federal workforce and spending violates the separation of powers. Congress has a duty to uphold its constitutional authority over the purse strings, prevent the president from impounding funds already appropriated by law, and ensure funds already appropriated are spent as intended. Rampant impoundments and the targeted gutting of domestic programs make a mockery of the budget process. Unless all civil service protections are restored and the administration credibly abandons its assault on the rule of law, no legislator can in good conscience enable this constitutional crisis through new spending bills.
