Protect Housing Solutions That Work—Fund the Full Continuum of Care

I urge you to protect and expand funding for homelessness prevention, Continuum of Care programs, and permanent supportive housing. Homelessness is primarily driven by economic factors, and prevention is far more cost-effective than responding after people lose housing. At the same time, we must maintain a full continuum of housing options—outreach, shelter, transitional housing, permanent supportive housing, and affordable housing—so people can access the level of support they need. Efforts to restrict housing access by requiring treatment or sobriety are not evidence-based and risk worsening outcomes. Stable housing is the foundation that allows people to address health and substance use challenges—not the reward for resolving them first. Cutting or shifting funding away from proven programs like Continuum of Care and permanent supportive housing will increase homelessness and public costs. Please oppose these cuts and support a balanced, evidence-based approach that keeps people housed and strengthens communities.
