STOP THE SECRET WAR AND ECONOMIC SIEGE AGAINST CUBA

I demand immediate congressional action to stop the Trump administration’s escalating attacks on Cuba. In 1960, a secret State Department memo explicitly recommended using economic pressure to produce “hunger” and “desperation” in Cuba to bring about the overthrow of its government. Congress must not allow that policy to be repeated in 2026. The administration is cutting Cuba off from fuel, escalating sanctions and economic coercion, and has reportedly established a new CIA Cuba task force as it pursues regime change and considers further action against the Cuban government. Congress must: • Investigate and defund the CIA Cuba task force. Prohibit all funding for covert regime-change operations, sabotage, cyberattacks, paramilitary operations or political interference in Cuba. • Block any war with Cuba. Pass binding legislation prohibiting U.S. military force against Cuba without explicit congressional authorization. • End the oil blockade. Prohibit sanctions, tariffs or retaliation against countries and companies that supply Cuba with fuel. • Rescind Executive Order 14380 and terminate the Cuba “national emergency.” • End unilateral coercive measures against Cuba. Stop using economic deprivation and civilian suffering as tools of regime change. • Remove Cuba from the State Sponsors of Terrorism list immediately. • Reject H.R. 450, the FORCE Act, and any attempt to make sanctions or Cuba’s terrorism designation permanent. • Cosponsor and pass H.R. 7521 and S. 136, the United States-Cuba Trade Acts, and repeal the embargo. • Restore normal travel, trade, remittances and diplomatic relations with Cuba. The United States has no right to choose Cuba’s government, deliberately impoverish its people or conduct another covert regime-change operation. Congress knows where this road leads. Do not allow a 1960 policy of creating “hunger” and “desperation” to become U.S. policy again in 2026. Use your oversight, appropriations and war powers now. Stop the CIA operation. Stop the blockade. Stop the sanctions. Stop the march toward war. End the embargo.
