An open letter to the U.S. Congress

Stop Israeli Settlements and Protect Americans & Palestinians & Journalists!

258 so far! Help us get to 500 signers!

I demand immediate sanctions on Israel’s settlement enterprise—all Israeli settlements in occupied Palestinian territory are illegal—an end to all U.S. support sustaining it, and complete dismantlement of all settlements. Condemnation is not enough. Act now. On October 16, Israeli settlers brutally beat American journalist Heidi Levine during the Palestinian olive harvest. (https://cpj.org/2026/10/american-photojournalist-heidi-levine-attacked-by-israeli-settlers-in-west-bank/) Jasper Nathaniel reported that Israeli soldiers stood by the attackers and later fired into Palestinian crowds. (https://www.democracynow.org/2026/10/19/west_bank_journalists) Israel and the U.S. are failing to protect even Americans. Palestinian lives are equally valuable; their protection must never depend on an American being attacked. Israel must protect Palestinian civilians as the occupying power. The U.S. must ensure respect for the Fourth Geneva Convention and stop assisting Israel’s unlawful occupation. (https://www.icrc.org/en/document/ihl-occupying-power-responsibilities-occupied-palestinian-territories) Congress must: Pass existing legislation. House members must cosponsor and advance H.R. 10642, the Stop the Settlements Act, providing financial and visa sanctions and banning settlement imports. (https://www.govinfo.gov/content/pkg/BILLS-119hr10642ih/xhtml/BILLS-119hr10642ih.html) Senators must advance S. 5476, targeting settlement construction in E1, and introduce or support a counterpart to the broader House bill. (https://www.govinfo.gov/content/pkg/BILLS-119s5476is/xhtml/BILLS-119s5476is.html) Secure committee action, floor votes, and passage. Expand sanctions to officials, companies, banks, and organizations establishing, financing, expanding, or maintaining settlements throughout occupied Palestinian territory, including East Jerusalem. Cover existing settlements and infrastructure. End all U.S. support: public and private financing, investment, tax-deductible donations, trade, procurement, and weapons transfers sustaining settlements, settler violence, or forced displacement. End diplomatic protection shielding these activities. Require complete dismantlement. The ICJ’s July 2024 advisory opinion states that Israel must cease new settlement activity and evacuate all settlers from occupied Palestinian territory. (https://www.icj-cij.org/node/204176) Demand a timetable, monitoring, return of seized Palestinian land, reparations, and enforceable consequences. Freezing expansion is insufficient. Protect Palestinian communities, farmers, journalists, and other civilians. Demand independent investigations and prosecution of attackers, including U.S. investigations into attacks on Americans wherever jurisdiction permits. These bills are only first steps. Identify the legislation you will cosponsor or introduce and your concrete actions to secure passage.
