Support for Statewide Expansion of the Blue Envelope Program in Minnesota

I am writing to express my strong support for the expansion and standardization of the Blue Envelope Program across Minnesota. This simple, cost-effective initiative has demonstrated meaningful results in improving safety and communication during traffic stops for individuals with autism spectrum disorder, developmental disabilities, hearing impairments, and other communication challenges.
The Blue Envelope Program works by providing drivers with a distinctively colored envelope to hold their license, registration, and insurance documents. The exterior includes a checklist that allows drivers to communicate — without speaking — that they may need additional time, patience, or a different style of interaction. Officers trained in the program recognize the envelope as a signal to respond with greater understanding and flexibility.
While some Minnesota communities have already adopted local versions of this program, there is currently no statewide standard. A patchwork of local programs means that many Minnesotans — particularly those in rural areas or smaller communities — have no access to this resource at all. Standardizing the Blue Envelope Program statewide would ensure that every Minnesotan, regardless of where they live, can benefit from safer law enforcement interactions.
The case for this program is compelling:
• Safety for all parties: Clear communication reduces the risk of misunderstanding or escalation during what can be an already stressful encounter.
• Low cost, high impact: The program requires minimal resources — envelopes and officer training — yet produces significant benefits for vulnerable community members.
• Bipartisan support: Legislation supporting Blue Envelope Programs has been introduced at the federal level with broad bipartisan backing, reflecting the universal appeal of safer, more humane community policing.
• Proven track record: Programs operating across nearly 30 states have been praised by both law enforcement officers and the families they serve.
I respectfully urge you to support legislation or policy initiatives that would:
1. Establish a statewide Blue Envelope Program administered through the Minnesota Department of Public Safety or a comparable agency;
2. Fund officer training on disability-aware communication as part of the program’s rollout; and
3. Make enrollment free and voluntary, with no registry or data retention requirements.
Every Minnesotan deserves to feel safe during an encounter with law enforcement. The Blue Envelope Program is a proven, practical step toward that goal. I hope you will champion this effort on behalf of your constituents.
