Stop DOJ Overreach That Threatens Free Speech and Civil Liberties

I am writing to express my deep alarm over reports of a leaked Department of Justice memo directing federal law enforcement to treat broad political and social ideologies as potential indicators of “domestic terrorism.” This signals a dangerous and potentially unconstitutional overreach. The foundation of the United States is rooted in the freedom to disagree with, criticize, and challenge the government without fear of surveillance or punishment. Any framework that blurs the line between violent criminal activity and protected speech undermines the First Amendment and threatens core democratic values. Domestic terrorism, under U.S. law, has always required acts of violence or credible threats of violence. Expanding enforcement priorities to include vague or politicized ideological categories invites abuse, chills lawful speech and association, and risks targeting innocent people for their beliefs rather than their actions. History has shown us—repeatedly—that such powers are disproportionately used against marginalized communities and political dissenters. I want to be clear: actual domestic terrorists who commit or plan violence must be investigated and prosecuted. But this approach does nothing to address the real and ongoing threats to public safety in this country. Daily mass shootings and acts of political violence have not been perpetrated by the groups identified in this memo. Diverting attention toward ideology rather than violent conduct weakens public safety instead of strengthening it. If codified into law or implemented without strict safeguards, this policy would create immense harm while offering little protection. That is unacceptable. I urge you to take immediate action to prevent any policy or legislation that allows federal law enforcement to equate political beliefs, identity, or dissent with terrorism. Congress has a responsibility to defend constitutional rights, ensure accountability, and stop this from becoming reality before irreversible damage is done. This moment requires leadership. Please act now.
