This proposed legislation, HB2438, aims to impose restrictive and discriminatory requirements for modifying gender markers on birth certificates in Arizona. Mandating surgical procedures and court orders to update this key identification document disregards the reality that many transgender and non-binary individuals are unable or choose not to undergo medical interventions. Such barriers reinforce stigma, infringe on personal autonomy, and deny recognition of one's authentic identity.
