I am deeply concerned by reports that White House adviser Stephen Miller has taken a leading role in directing military strikes against alleged Venezuelan drug boats. This raises serious constitutional and legal questions.
Under the Constitution, Congress holds the power to authorize war. The War Powers Resolution also requires oversight when U.S. forces are introduced into hostilities. Military action should be ordered by the President as Commander in Chief — not delegated to a political adviser with no confirmed national security role.
Allowing such strikes without congressional approval — and without transparency about the legal justification — risks dangerous precedent, undermines U.S. credibility under international law, and sidelines the role of Congress.
I urge you to:
• Demand the administration release its full legal justification and chain of command for these strikes.
• Press for hearings in the Senate Armed Services, Foreign Relations, and Judiciary Committees.
• Reassert Congress’s constitutional war powers authority so that future military actions cannot be carried out through informal, unaccountable channels.
Thank you for your oversight on this urgent matter
