How Did U.S. Satellite Services Became Unreliable During Combat in Ukraine

As your constituent, I urge you to press for hearings into the unannounced restrictions on Ukraine's satellite services, which endangered lives and cast doubt on American reliability. Congress must establish who authorized the change, press for full restoration, and ensure allies can depend on U.S. systems in a crisis. UKRAINE LOST CRITICAL CAPABILITIES WITHOUT WARNING Starshield is SpaceX's military version of Starlink satellite internet. The U.S. government purchases Starshield services for Ukraine. Ukrainian sources reported on October 14 that connections failed on equipment moving faster than about 100 miles per hour, without advance warning, disrupting drone missions, including interception of Russian attack drones. Hearings must trace the chain of command and establish how critical services could be restricted without warning. They should also assess harm. Accounts of responsibility conflict. If U.S. officials authorized the change, Congress must examine their authority and reasons. If SpaceX acted independently, Congress must establish why federal arrangements permitted it. ALLIES MUST BE ABLE TO RELY ON AMERICAN SYSTEMS Allies depend on American weapons, communications, and intelligence when lives are at risk. If critical services can be curtailed without warning during combat, they may question whether U.S. systems will remain usable when needed most. If allies stop buying American systems, lost sales could cost American jobs, weaken joint defense, and reduce U.S. influence. Turning the connection back on does not answer the question facing every ally: can American systems be trusted when they are needed most? I urge you to (1) HOLD HEARINGS AND OBTAIN EVIDENCE. Urge the relevant committees to obtain White House, Pentagon, and SpaceX records and sworn testimony, using subpoenas where necessary. Trace who ordered, approved, and implemented the restrictions, who had power to stop them, and why safeguards and notification failed. Hear from Ukraine and allies; assess risks to others. Protect military secrets in closed sessions and publish findings. (2) RESTORE AND TEST FULL CAPABILITY. Press the administration to secure restoration of pre-restriction capabilities, verified through operational testing with Ukraine. Do not wait for the hearings to finish. (3) PURSUE INDEPENDENT INVESTIGATIONS. Support senators' call for a Pentagon inspector general investigation, focusing on Pentagon decisions and oversight. Request a Government Accountability Office review of federal contracts, safeguards, and taxpayer interests. (4) REQUIRE ENFORCEABLE SAFEGUARDS. Use legislation and funding conditions to require clear authority for service changes, documented reasons, and advance notice and consultation, with narrow emergency exceptions and prompt congressional reporting. Require enforceable contract protections and a plan for feasible, tested backup communications. Work with allies to rebuild confidence in U.S. support. Thank you.
