Use Drinking Water State Revolving Fund to help Rural Residents.

The White House has announced the Drinking Water State Revolving Fund . I want to know how you will implement these funds. I am in rural Arizona and I need water. Because Cochise county has failed to regulate water, my water source is in imminent danger of running out. My well is sucking air . I need to replace or redrill this well in the very near future. I don't see you doing anything to help me. The state priority seems to be big money farms, ignoring the needs of the citizens. Please find a way to help me with this Federal source of money. "Drinking Water State Revolving Fund that can be used for upgrades to water treatment plants, water distribution and piping systems, and lead pipe replacement. It also includes $1 billion for seven major rural water projects and $1 billion in support for Great Lakes drinking water projects." Thank you.
