Opposition to HB 2453 – Protect Kansans’ Right to Vote

I am writing in strong opposition to Kansas House Bill 2453. This bill is part of a broader effort by Republican legislators to restrict access to the ballot and make it harder for Kansans to exercise their fundamental right to vote. HB 2453 would limit advance voting, reduce ballot access, and create unnecessary barriers that disproportionately harm seniors, rural voters, and Kansans with disabilities. These are not abstract concerns — they affect real people who already face challenges participating in our democratic process due to transportation barriers, health conditions, work schedules, or distance from polling locations. Voting should be accessible, secure, and inclusive. Instead of expanding participation, HB 2453 moves Kansas backward by narrowing the ways eligible voters can cast a ballot. Advance voting and accessible ballot options exist precisely because they increase civic participation and ensure that every Kansan — regardless of age, ability, income, or ZIP code — has an equal voice in our elections. There is no credible evidence that these restrictions are necessary to protect election integrity. Kansas elections are already secure. Legislation like HB 2453 undermines public trust by suggesting a problem that does not exist, while simultaneously creating real barriers for lawful voters. Our democracy is strongest when participation is encouraged, not suppressed. Elected officials should be working to remove obstacles to voting, not erect new ones that silence marginalized communities and discourage civic engagement. I urge you to oppose HB 2453 and instead support policies that protect and expand the right to vote for all Kansans.
