The proposed legislation, House Bill 3293, poses a serious threat to the rights and wellbeing of transgender and non-binary individuals. Allowing healthcare workers to refuse to use a patient's correct name and pronouns, or even acknowledge their gender identity, is a form of discrimination that can inflict significant psychological harm. Every person deserves to have their identity respected, especially in healthcare settings where they are already in a vulnerable position. Denying this basic courtesy dehumanizes transgender and non-binary patients and creates an unwelcoming, potentially unsafe environment that may deter them from seeking essential medical care. Moreover, prohibiting healthcare facilities from requiring employees to be trained on topics related to gender identity perpetuates ignorance and intolerance. A well-informed, inclusive healthcare workforce is crucial for providing quality, non-discriminatory care to all patients regardless of gender identity or expression. This bill, House Bill 3293, prioritizes the professed beliefs of some employees over the fundamental human rights of an entire population. It enables and institutionalizes transphobia under the guise of "religious freedom." People who claim harm from violations of this act can seek remedy under Title VI of the Civil Rights Act of 1964. Employees can also bring a civil action in response to violations. Retaliation against people who make a complaint or bring a lawsuit, or testify or assist in one, is prohibited. I urge you to oppose this discriminatory legislation, House Bill 3293, and instead support policies that foster more inclusive, affirming, and equitable healthcare for all.
