An open letter to the U.S. Congress

Threats to Civilian Water Infrastructure Risks War Crime

6 so far! Help us get to 10 signers!

On March 30, 2026, President Trump publicly threatened to destroy Iran’s desalination plants if a deal is not reached “shortly.” Multiple legal experts — including professors of international law and Amnesty International — have stated that deliberately targeting civilian water infrastructure violates Article 54 of the Geneva Conventions and would constitute a war crime. The threat has not been retracted.   This concern is compounded by Secretary Hegseth’s dismissal of the Army, Navy, and Air Force’s top legal officers, his dissolution of the Pentagon’s civilian harm mitigation program, and his unretracted March 13 statement of “no quarter, no mercy” — language the Pentagon’s own Law of War Manual identifies as a war crime.   I urge you to use every tool available to you to prevent the United States from committing war crimes. Act now.
