As your constituent, I respectfully urge bipartisan action to halt President Trump’s recent military actions in Venezuela and to reaffirm Congress’s constitutional authority over decisions of war.
The Constitution is unambiguous. Article I grants Congress, not the president, the power to decide when the United States uses military force. The War Powers Resolution requires congressional authorization and oversight for sustained hostilities. By initiating large scale strikes and regime change operations without prior approval, the president has violated the War Powers Resolution and acted outside the law.
This is not a partisan dispute. It is a constitutional crisis. You swore an oath to defend the Constitution and to protect U.S. citizens and service members from reckless and unlawful military escalation. Congress also has a legal obligation under U.S. law and the Hague Conventions to prevent unlawful uses of force and to safeguard civilian lives during armed conflict.
For decades, presidents of both parties have expanded war making powers while Congress has failed to enforce its role. That failure must end now. Venezuela must mark the moment Congress draws a firm and lasting line.
I urge you to act immediately:
• Issue a clear public statement affirming that any ongoing or large scale military action in Venezuela requires explicit congressional approval before proceeding.
• Cosponsor and vote for binding War Powers legislation that prohibits unauthorized hostilities and mandates withdrawal absent clear authorization.
• Advocate for funding restrictions that bar spending on offensive military operations in Venezuela unless Congress has expressly approved them.
• Demand open hearings on the legal basis, objectives, and risks of this intervention so the American people understand what is being done in their name.
History will judge whether Congress upheld the Constitution or surrendered it. Act now to defend the rule of law, protect U.S. citizens, and stop an illegal and unnecessary war.
