Property Occupants should be notified of code violations too

I am a voter and resident in Clearfield. This past week, I learned from my landlord that the city code enforcement had sent a Notice of Violation to the landlord back in July for a couple of minor issues. The landlord did not receive the notice, and was unaware of the violation. In November, the city obtained a Judgement against the landlord for the violation. The landlord notified me on December 5th when they received a notice of judgement from the city. It seems that the city did follow the city ordinance which only required them to mail a single notice to the address of the property owner. There was not any notice given to me - at the property owner - regarding the simple issue.
I am writing to advocate for property owners and renters who may also find themselves in this situation. Luckily, my landlord is not passing this cost onto me because I was not given any opportunity to remedy the issue. Others may not have landlords be as amicable. So, I am suggesting the following changes in law.
1. Require that any government entity in property related matters, provide notice to the property occupants via mail or directly posting the notice to the door of the property in addition to service by mail to the property owner when the property owner mailing address and the address of the property are different.
2. Require that any government entity seeking to obtain an administrative judgement against a property be required to post such notice to the property within 14 days of seeking the judgement. This will give the parties an additional opportunity to remedy the situation.
I believe that this will help renters avoid charges that they may be unaware of being levied against them.
If you would like to see any examples from what I have just been thru, please let me know. In my case, the issue was remedied in about 5 minutes with a tree branch trimmer, and moving a vehicle off of an “unapproved surface” (dirt in the side yard). It just seemed like the city would rather have snuck this thru into a judgement which really just hurts me as the occupant of the property. The city made no efforts to notify me as the occupant - who would have remedied the issue - and ruined their chance at getting $700. (Why is the fine so high?)
