Support Legislation to Enable Plug-In Solar Systems in Arizona

I am writing to urge you to introduce or support legislation similar to Utah's House Bill 340, which was signed into law on March 25, 2025, and creates a streamlined pathway for residents to install small, portable solar generation devices in their homes.
Utah's Solar Power Amendments established a new category for plug-in solar systems with a maximum power output of 1,200 watts that connect through standard 120-volt AC outlets. The legislation exempts these devices from interconnection requirements, interconnection agreements with electric companies, and net metering program participation. Critically, electric companies cannot require customers to obtain approval before installation or pay related fees. This approach removes bureaucratic barriers while maintaining safety through required anti-islanding protection that prevents energizing a building's electrical system during power outages.
The legislation received overwhelming bipartisan support, passing 72-0 in the Utah House and 27-0 in the Senate. This demonstrates that enabling accessible renewable energy solutions transcends partisan divisions. Arizona, with its abundant sunshine and high electricity costs, is ideally positioned to benefit even more than Utah from this type of policy.
Plug-in solar systems have proven successful internationally, particularly in Germany where balcony solar installations allow apartment residents and those with limited space to participate in renewable energy generation. Arizona residents, especially renters and those in multi-family housing, currently lack affordable options to reduce their electricity bills through solar power. A similar law would democratize access to solar energy beyond homeowners who can afford traditional rooftop installations.
This legislation would empower Arizona residents to take control of their energy costs, reduce strain on the grid during peak demand periods, and advance the state's renewable energy goals without requiring taxpayer subsidies or complex regulatory frameworks. I respectfully request that you champion similar legislation to bring these benefits to Arizona constituents.
