He has directed the closure of USAID, issued stop-work orders across agencies, and defunded the Council of the Inspectors General on Integrity and Efficiency, which supports more than 70 Inspectors General responsible for preventing waste and fraud. Vought has removed the OMB apportionment website from public view in violation of transparency requirements, defied court orders, and created programmatic delays specifically designed to prevent agencies from spending funds as Congress directed. He has orchestrated massive cuts to the Department of Education and advocated for its elimination while withholding appropriated funding. His stated intent to "traumatize" civil servants reveals contempt for the professionals who serve the public. Current and former federal workers from over 35 agencies have signed a petition calling for his impeachment, many anonymously due to documented retaliation against whistleblowers at HUD, EPA, FEMA, NIH, and USAID.
