I am writing to urgently request your leadership in introducing legislation to systematically dismantle the United States nuclear weapons stockpile and permanently repurpose its fissile material into clean, commercial energy. Transitioning these materials from instruments of mass destruction into fuel for civilian power reactors represents a profound opportunity to enhance national security, advance energy independence, and lead the global community toward a safer future. The United States holds an estimated 563 metric tons of weapons-usable fissile material, comprising highly enriched uranium (HEU) and plutonium. The theoretical energy density locked within this stockpile is staggering. If safely downblended into low-enriched uranium (LEU) and mixed-oxide (MOX) fuels, this material holds enough energy to power the entire current U.S. nuclear grid—which accounts for nearly 20% of our nation’s electricity—at full capacity for over three and a half years.Redirecting this inventory to our domestic energy sector would yield monumental benefits across several key areas:
Unprecedented National Security & Nonproliferation: Permanently destroying weapons-grade material through "downblending" makes it physically impossible to re-weaponize. This provides a verifiable, irreversible commitment to disarmament that restores American moral leadership and sets a powerful global precedent for nonproliferation.
Massive Reductions in Defense Spending: Maintaining, securing, and modernizing an aging nuclear arsenal costs taxpayers tens of billions of dollars annually. Eliminating the weaponized stockpile drastically reduces these long-term security and upkeep liabilities, allowing federal funds to be reinvested into critical domestic infrastructure.
Guaranteed Clean Energy Independence: The U.S. commercial nuclear sector currently relies heavily on foreign imports for its uranium supply. Repurposing our domestic military stockpile into reactor-grade fuel provides an immediate, secure supply of clean energy, shielding our domestic grid from geopolitical supply chain disruptions.
Climate and Environmental Leadership: Utilizing this material to sustain or expand zero-emission nuclear power prevents billions of tons of carbon dioxide from entering the atmosphere, rapidly accelerating our transition toward a fully decarbonized energy grid.
We have successfully proven this concept before. The historic "Megatons to Megawatts" program, which converted 500 metric tons of Russian weapons-grade uranium into commercial fuel for U.S. reactors between 1993 and 2013, once generated roughly 10% of all American electricity. It is time to apply this proven, brilliant strategy to our own domestic stockpile.I urge you to champion this vision of "atoms for peace" by crafting legislation that safely downblends these materials, defunds redundant weapons maintenance, and fuels a safer, cleaner American economy.Thank you for your time, consideration, and dedicated service to our nation.
