The Federal budget must stop impoundment!

The Federal budget negotiations MUST include an agreement that President Trump cannot unconstitutionally impound appropriated money. If impoundment is not stopped, then WHY ARE NEGOTIATIONS HAPPENING AT ALL? This should be a no-brainer, instead of a negotiating point. It is also crucial to Congress retaining its constitutional authority, making it a non-partisan issue. Agreements only work if both sides commit to the terms. By letting the President decide what he will and will not spend makes Congress a talking club, not a co-equal branch of government.
