If Trump Withholds Funding, New York State Should Too – Pass the RECOURSE Act!

Please pass the RECOURSE Act (S6915- Reciprocal Enforcement of Claims On Unpaid or Reduced State Entitlements). If the federal government withholds funds in defiance of court orders, this law would allow New York State to withhold an equal amount in payments to the federal government. New York has historically been a ‘donor’ state, sending more money to the federal government in taxes than it receives back in federal spending. This money is then used to fund programs/services in other states. While the pandemic shifted the balance, this trend is likely to reverse as we become further removed from the pandemic. By illegally withholding funds, the federal administration is stealing *our* tax dollars. We need to reclaim funds to keep New York State programs and services running. The president thinks he’s above the law and doesn’t need to follow the rules. We need to make laws that counter that.
