Georgia needs binding statewide data center standards now

I live in Chatham County, not far from the planned OpenAI data center in Effingham County. I am writing because Georgia has no statewide rules for data centers, and that puts every community at risk. Georgia gives data centers large tax breaks, but it leaves each county to negotiate alone with some of the richest companies in the world. If we accept promises or community compacts instead of legally binding terms, data center companies will see Georgia as an easy mark not as a serious business partner. Businesses respect states that set clear standards. This is not personal. It is normal business. AI companies have huge amounts of investment money right now, but that will not last forever. When investment slows, they will need to turn a profit, and they will look for places to cut corners. Protections must be locked in and paid for up front, while the money is there. I urge you to pass statewide data center standards that: (1) Obligations that "run with the land" (they stay with the site if a company sells, leaves, or goes bankrupt). (2) Performance bonds (money paid up front to cover decommissioning, cleanup, and penalties). (3) Enforceable caps on power, water, noise, and vibration, with escalating penalties (fines that grow with each violation). (4) Independent third-party monitoring (checked by someone the company doesn't control), with public data. (5) Formal public hearings and public environmental review before permits are issued. Georgia can welcome growth and still protect its people. Strong rules show that we expect to be treated as partners. Please tell me, on the record, what you will do to make these standards law.
