Congress Must Stop Any Attempt To Seize Greenland

I am writing to urge you to act immediately to prevent any attempt by the United States to invade, annex, occupy, or otherwise assert control over sovereign foreign territory - including Greenland - without explicit Congressional authorization. Recent signals from the White House that Greenland could be taken into U.S. control have alarmed U.S. allies and raised profound legal and constitutional questions. Such actions would violate the Constitution, undermine the rule of law, and place the United States on a dangerous path toward unchecked executive war-making under both domestic and international law. Greenland And Venezuela Signal A Dangerous Pattern Recent public statements and actions have raised serious alarm among U.S. allies and legal experts alike. Senior Trump adviser Stephen Miller has publicly asserted that the United States has a right to control Greenland, a self-governing territory within the Kingdom of Denmark, and has dismissed concerns about Danish sovereignty or international resistance. Danish officials, Greenland’s elected leaders, and NATO partners have responded with sharp warnings. They have made clear that any U.S. attempt to take Greenland by force would constitute a grave violation of sovereignty and could fracture NATO itself. Greenland’s leaders have emphasized that their territory is not for sale and not subject to U.S. domination. At the same time, the United States has recently carried out military operations in Venezuela, including the capture of President Nicolás Maduro, without prior Congressional authorization. Public statements by President Trump suggesting that the U.S. might “run” Venezuela during a transitional period only deepen concerns that these actions were not limited or defensive, but instead part of a broader assertion of unilateral power. Congress Has Clear War Powers Obligations The Constitution assigns Congress the exclusive authority to declare war. That authority is reinforced by the War Powers Resolution, Public Law 93-148, codified at 50 U.S.C. 1541-1548, which requires consultation, notification, and authorization when U.S. forces are introduced into hostilities. If military operations are being initiated, expanded, or contemplated without Congressional approval, this is not a technical oversight. It is a direct challenge to constitutional governance and a breakdown of the separation of powers that Congress is duty-bound to defend. Unlawful Military Actions Undermine U.S. Security And Global Order Unauthorized uses of force place U.S. service members at risk, invite retaliation, and destabilize entire regions. They also weaken alliances, erode U.S. credibility, and violate international law, including the United Nations Charter’s prohibition on the use of force against the territorial integrity of other states. When the United States disregards its own laws and international commitments, it sets a precedent that other nations will follow, making the world more dangerous for everyone. Necessary Congressional Action I respectfully urge you to take the following actions: • Speak out publicly and clearly against any attempt by the United States to invade, annex, or otherwise seize Greenland or any other foreign territory without explicit Congressional authorization. • Demand full written notification and legal justification for any recent or ongoing military operations, including those in Venezuela, as required by the War Powers Resolution. • Insist on immediate oversight hearings with the White House, Department of Defense, and State Department to examine compliance with U.S. constitutional authority and international law. • Support and advance legislation that strengthens enforcement of the War Powers Resolution and restricts funding for any unauthorized use of military force.
