Please Sustain Governor Kelly’s Veto of HB 2727

I am writing to urge you to sustain Governor Laura Kelly’s veto of HB 2727. In 2022, Kansans made a clear and decisive choice to protect abortion access and keep government interference out of personal medical decisions. HB 2727 undermines that decision by targeting abortion providers with a different and unequal legal standard compared to all other forms of healthcare. This bill would effectively remove or weaken the use of medical malpractice screening panels specifically for abortion-related care. These panels have been part of Kansas law since the 1970s to help ensure fairness, reduce unnecessary litigation, and protect both patients and providers from costly and emotionally taxing legal battles. There is no justifiable reason to exclude one category of healthcare from these protections. Holding abortion providers to a different legal standard is not about patient safety—it is about creating additional barriers to care. As medical professionals have pointed out, this approach leaves providers vulnerable to frivolous lawsuits and could discourage qualified clinicians from offering reproductive healthcare services in Kansas. Accountability in healthcare is important, and legitimate cases of medical error should absolutely be addressed. But that accountability must be applied fairly and consistently across all areas of medicine—not selectively based on political ideology. HB 2727 does not improve patient care. It creates legal risk, reduces access, and singles out one type of healthcare for unequal treatment. I urge you to respect the will of Kansas voters and vote to sustain Governor Kelly’s veto of HB 2727.
