Oversight, Investigation, and Responsible Limits on ICE Activities in Our State

I am writing to urge you to take immediate legislative and investigative action regarding the conduct of U.S. Immigration and Customs Enforcement (ICE) within our state. Widespread evidence shows that ICE has repeatedly detained innocent people, violated civil rights, and operated without adequate oversight—leading to irreversible harm and preventable deaths. This is not just about uncovering illegal acts or negligence; it is about putting responsible limits on how ICE carries out its activities and asserting our state’s right to protect its residents from overreach, discrimination, and abuse. Specifically, I ask you to pursue or support legislation and hearings that would: 1 Launch a formal state-level investigation into ICE’s operations and their collaboration with local law enforcement. 2 Limit ICE’s authority and access in our state by: ◦ Requiring that ICE agents present judicial warrants signed by a judge, not administrative detainers, before making arrests. ◦ Prohibiting ICE operations in sensitive locations including schools, churches, playgrounds, hospitals, and courthouses. ◦ Establishing a strict and verified protocol for identifying suspects, preventing racial profiling, mistaken identity, and unlawful detainment. ◦ Prohibiting data-sharing between local agencies and ICE without due process. 3 Implement state oversight and community accountability, including public hearings, reporting requirements, and community input on standards and enforcement. 4 Impose higher hiring and conduct standards for ICE agents, such as: ◦ Full background checks ◦ Education requirements (including training in law, civil liberties, trauma-informed care) ◦ Regular mental and physical health evaluations ◦ Public disclosure of misconduct or disciplinary records These steps are about protecting people—not obstructing justice. I may not be a legal expert, but as a resident of this state, I expect our government to defend the dignity, safety, and rights of all who live here. ICE’s conduct cannot go unchecked. We need clear laws, strict boundaries, and strong accountability. I respectfully request a formal response outlining the actions you are prepared to take to support these goals.
