The Department of Health and Human Services is planning to strip the program of the core requirements that have made it work for 60 years — low student-to-teacher ratios, minimum teacher qualifications, and protections ensuring disabled children and children of non-citizens can enroll. These aren't bureaucratic red tape. They are what makes Head Start a high-quality program.
The consequences are real. Weaker standards mean less qualified teachers, larger class sizes, and fewer children identified early for disabilities like dyslexia — screenings that save thousands in special education costs down the road. A 2022 Brookings study found that children who attend Head Start are more likely to go to college and hold professional jobs. Gutting the rules doesn't reform the program — it hollows it out while keeping the name. As Melanee Cottrill of Head Start California put it: "Head Start will still exist, but it will be very different from what it is today." That's not acceptable for the 70,000 California kids who depend on it.
