I urge you to cosponsor and actively support H.R. 4004, the No Anonymity in Immigration Enforcement Act of 2025, introduced by Representative Nydia Velázquez. This bill prohibits Immigration and Customs Enforcement (ICE) agents from wearing masks or face coverings that obscure their identity during public-facing operations—except in limited cases involving environmental hazards or legitimate undercover assignments. It also requires officers to visibly display their name or badge number and agency affiliation during any enforcement action.
The Dangers of Masked Federal Agents Operating in Secret
Too often, ICE agents have conducted arrests in unmarked vehicles, wearing tactical gear and face coverings that make it impossible for the public—or even the people being detained—to know who is confronting them. This approach evokes the fear and lawlessness of authoritarian regimes, not the transparency expected in a democratic society. These tactics are especially traumatic for immigrants and communities of color, eroding trust in government institutions and undermining the rule of law.
Why H.R. 4004 Is a Necessary and Balanced Reform
H.R. 4004 strikes a sensible balance: it protects the public’s right to know who is exercising federal enforcement authority while maintaining safety exceptions where clearly justified.
