I am writing to urge you to investigate the Trump administration's handling of Venezuelan oil sale proceeds, which raises serious legal and ethical concerns about presidential authority and financial transparency.
The administration has completed its first sale of Venezuelan oil worth $500 million and is storing these proceeds in multiple offshore bank accounts, with the largest located in Qatar. This arrangement comes just months after Trump accepted a $400 million Boeing jet as a gift from Qatar in May. The decision to hold American-controlled assets in foreign accounts rather than U.S. banks demands congressional scrutiny.
Senator Elizabeth Warren, ranking Democrat on the Senate Finance Committee, has stated there is no legal basis for a president to set up an offshore account he controls to sell assets seized by the American military, calling it precisely the type of move that would attract a corrupt politician. Treasury Secretary Scott Bessent claims his department will oversee the accounts and handle disbursement at the direction of Trump and Secretary of State Marco Rubio, but this arrangement lacks clear congressional authorization or oversight mechanisms.
The administration gained control of up to 50 million barrels of Venezuelan oil following the January 3 operation that removed President Nicolas Maduro. Trump signed an executive order blocking courts or creditors from impounding revenue, despite Venezuela owing an estimated $170 billion to international bondholders and oil companies. During a White House meeting with oil executives, Trump told ConocoPhillips CEO Ryan Lance that the U.S. would not consider what companies lost in the past because it was their fault.
This situation requires immediate congressional investigation to determine whether the administration has legal authority to establish offshore accounts for seized assets, whether proper oversight mechanisms exist, and whether these arrangements violate constitutional principles regarding executive power and financial accountability. I urge you to demand full transparency regarding these accounts and initiate formal oversight proceedings.
