Ban Opioid Settlement Funds From Surveillance Spending and Shut Down Flock

Pass legislation explicitly prohibiting the use of opioid settlement funds for surveillance technology purchases, and move to shut down Flock's municipal camera programs. Municipalities are laundering addiction recovery money into mass surveillance by labeling camera networks "drug surveillance." That is a betrayal of every family that fought for those settlements. Mother Jones has documented this scheme in detail. Communities that were promised treatment, recovery services, and harm reduction are instead getting more cameras. People struggling with addiction need clinics and counselors, not surveillance infrastructure that does nothing to save lives. The money was won specifically to address the opioid crisis, and redirecting it to Flock is a perversion of that intent. Make this misuse illegal with explicit statutory language, and shut down Flock's access to public contracts funded by settlement dollars. The people those settlements were meant to help deserve actual care, not a surveillance state built on their suffering.
