US Holocaust Museum on crisis in Ethiopia's Tigray region: Urgent action needed

I am writing to bring to your attention the recent report released by the United States Holocaust Memorial Museum(USHMM) about the ongoing crisis in the Tigray region of Ethiopia. As the report details, there are ongoing instances of human rights violations being perpetrated by Eritrean & Amhara militia forces, causing significant suffering for the civilian population in Tigray as well as increasing violence in the Oromia region of Ethiopia.
It is crucial to note that the conflict, which began in November 2020, has resulted in an estimated 800,000 deaths or killings & according to the USHMM, the Ethiopian government has used divisive and dehumanizing rhetoric to sow division & commit mass atrocities. The international community has a responsibility to ensure that civilians are protected & their human rights are respected. I urge you to demand the Biden Adminstration play its supporting role in the implementation of the peace agreement & ask for your support in the following:
- Demand The World Bank & International Monetary Fund immediately suspend any funding outside of humanitarian aid to Ethiopia until the country is able to fully implement the CoHA. Continuing to fund Ethiopia while it is unable to bring peace to the region would be a dereliction of their duties & only serves to perpetuate conflict & suffering. The World Bank & IMF must take this necessary step in order to support the people of Tigray & promote peace in the broader Horn of Africa.
- Support The UN's International Commission of Human Rights Experts on Ethiopia (ICHREE) in their independent investigations into the human rights violations & atrocities in Tigray. As the Ethiopian government has continually attempted to defund and block access for these independent investigators, who should be able to complete their mandate to ensure all voices are heard freely.
- Urge The State Department to publicly release its findings on potential war crimes, crimes against humanity, &/or genocide in Tigray, Ethiopia. Relevant analysis has been in process, but an official determination has not been shared in order to leave room for other diplomatic engagement. It is essential that the State Department be transparent in its findings & that those who have committed such crimes be held accountable for their actions.
I implore you to consider the actions outlined above, which are necessary to promote peace in Ethiopia and address the ongoing crisis in Tigray. The people of Tigray deserve our solidarity and support, by working together, we can help bring about a brighter future for all.
