Please Explain Sec. of Defense Hegseth actions in the Caribbean

If there is any truth whatsoever to claims that he authorized or carried out lethal actions outside the law, then this is a national emergency—and Congress has no excuse for silence. If a Cabinet official believes he can operate with unchecked power—deciding who lives or dies without legal authority—that is not only unconstitutional, it is morally reprehensible and fundamentally anti-American.
