Mandate Direct Police Reporting for Campus Sexual Assault — Remove Colleges From the Process

Pass legislation that mandates all campus sexual assault reports go directly and immediately to local law enforcement — not to campus administrators, not to Title IX coordinators, not to any institutional body with a financial interest in burying the story. Colleges have proven, repeatedly, that they cannot be trusted to handle these crimes. Less than 10% of colleges even offer victim advocacy services. That is not a system failing — that is a system working exactly as designed, for the wrong people.
The numbers are an indictment. Only 8% of victims report to local police. Less than 5% of perpetrators are ever arrested. Three percent are convicted. Meanwhile, 1 in 5 college women will experience completed or attempted rape, and 68% of survivors say they felt too unsafe to report at all. Campuses have had decades to fix this and have chosen not to. The solution is to remove them from the equation entirely. Mandatory direct-to-police reporting, real criminal penalties, and zero institutional interference. Nothing less.
