Investigate Trooper Arellano's Use of Force Against Alisa Hackett

The Arkansas State Police needs to open a formal use-of-force investigation into Trooper Moisses Arellano immediately, make the findings public, and release his prior use-of-force reports. What happened to Alisa Hackett on August 1st was not a close call — it was a trooper slamming an 18-year-old to the ground and punching her in the face during a traffic stop for speeding 11 miles over the limit.
Arellano's own report confirms he delivered a "closed-fist strike to the left side of her face." The dashcam shows him telling a fellow officer he "tuned her up." Hackett weighed under 90 pounds, was not impaired, and repeatedly asked what she had done wrong. She asked to call her mother. She got a punch to the jaw instead. This is not a use-of-force gray area — this is a grown man in a uniform brutalizing a teenager and then bragging about it.
Black women in Arkansas deserve to drive home without being assaulted by the people sworn to protect them. Arellano should not be on patrol while this investigation is pending. I want to know where you stand on this, and I want action — not a statement.
