Preserve state AI regulation for public safety, transparency

Removing the problematic provision preserves regulatory authority for a balanced, transparent approach giving communities a voice. Failure to do so benefits wealthy tech firms at the public's expense while eroding democratic governance of transformative technologies. Moreover, limiting states' rights on AI could enable further federal overreach on other issues, progressively diminishing states' powers regardless of which party controls Congress.
