Legislation change could encourage reporting of police/sherriff's misbehavior.

The National Institute on Minority Health and Health Disparities released a report showing that "police killings are dramatically underreported. Mortality from police violence is more than two times greater than what is reported in the U.S. National Vital Statistics System." It's a gross misdemeanor in Washington State to report to the Independent Affairs department of law enforcement if the report is deemed incorrect. I think it would be beneficial to reduce or remove this penalty in order to increase reports made.
