Use State and Municipal Authority to Ensure ICE Accountability

I am writing to urge you to use every available state and municipal legal tool to ensure federal immigration enforcement operations in our state are conducted lawfully, transparently, and with full accountability to our communities.
The recent killing of Renee Nicole Good by an ICE officer in Minnesota demonstrates what happens when federal agencies operate without meaningful oversight. Minnesota's Bureau of Criminal Apprehension withdrew from the investigation after federal authorities restricted access to evidence. This pattern of shielding misconduct from scrutiny is unacceptable, and state and local leaders have concrete legal authority to respond.
You can launch state criminal investigations into unlawful use of force, evidence tampering, false statements, or obstruction of justice. Appoint special prosecutors to avoid conflicts of interest and use state court tools like grand jury subpoenas and warrants for locally held evidence. State prosecutors create real legal risk that federal agencies must respect.
Immediately issue preservation demands for all evidence related to federal operations, including radio traffic, dispatch logs, CAD logs, internal communications, and documentation trails. When federal agencies restrict access, secure third-party evidence from traffic cameras, business security systems, and bystander recordings through civil court preservation orders.
Restrict use of state and city property for federal staging, detention, or operations without written agreements that include minimum standards for officer identification, de-escalation protocols, medical response rules, and documentation requirements. Reduce or end local participation in federal task forces without strict memorandums of understanding that protect our residents.
Support legislation requiring body-worn cameras for any state or local officers participating in federal operations, mandatory incident reporting when local resources are involved, and penalties for destruction or withholding of evidence. These measures shrink the gray zone where misconduct thrives.
Federal operations rely on local cooperation and infrastructure. You have the authority to ensure that cooperation comes with accountability, transparency, and adherence to our state's values. I urge you to act immediately to implement these measures.
