Ideas for a balanced budget without doing it on the backs of people needing help

We need to maintain our services like public health in Washington state because the Trump administration is cutting all support to Washington state I have some ideas on how to tax the rich. *Increase the b&o tax by 10%. *Put a 5% income tax on households that make over $250,000 a year. They wouldn't leave our state because the state income tax in California is above 10% for that income level. *I also think it might be a good idea to hold any federal taxes that the state can in an escrow account until the federal government pays what it owes Washington State. Since all of our citizens are paying federal taxes but getting nothing back. Thanks for hearing my ideas. It's imperative that we maintain our services so we don't see more people on the streets.
