I urge you to cosponsor H.R 3103, the Defending the Human Rights of Palestinian Children and Families Living Under Israeli Military Occupation Act. This important legislation prohibits U.S foreign aid from supporting abusive practices against Palestinians in the occupied territories, including the military detention of children, home demolitions, and de-facto annexation. 75% of Palestinian children detained by Israeli forces experience physical violence, and under Israeli military law, children do not have the right to a lawyer during interrogation. 97% of the children did not have a parent present during their interrogation and interrogators used stress positions, threats of violence, and isolation to coerce false confessions from detained children. Allowing U.S military aid to be unconditional and approving any unconditioned funding to Israel is unacceptable and contrary to American values of human rights and dignity. H.R 3103 enhances transparency by requiring the State Department to certify no U.S. assistance is used to violate human rights of children and violations are reported to congress. This accountability is essential to upholding international law and promoting a just resolution. Cosponsoring H.R 3103 sends a powerful message that promoting human rights is a core value of the United States and your election campaign.
