Social Security payroll taxes

I am writing to express my strong support for eliminating the earnings limit subject to Social Security payroll taxes. This measure is critical for ensuring the long-term viability of the Social Security program and promoting a fairer economic landscape for all Americans. For the 2026 tax year, the earnings cap restricts the amount of income subject to Social Security payroll taxes at $184,500. While this ceiling was historically intended to keep the program framed as a strict social insurance system, widening wealth inequality has inadvertently created severe inequities in our social safety net. Because wealth has increasingly concentrated at the top, a declining percentage of overall national earnings is actually captured by the tax. By removing this cap, we can ensure that high earners contribute equitably to the system—a shift that is particularly vital as our population ages and the ratio of workers to beneficiaries continues to decline. Eliminating the earnings limit would provide several significant benefits: • Securing the Financial Solvency of Social Security: Taxing all earnings would immediately inject substantial revenue into the Social Security Trust Fund, erasing the vast majority of the program's projected funding shortfalls. Coupled with a modernized benefit formula that ensures these new revenues are preserved rather than paid back out in outsized monthly checks to wealthy retirees, this policy change can guarantee the program's solvency for generations. • Restoring Tax Equity and Fairness: The current system allows individuals earning millions or billions of dollars to pay a fraction of a percent of their total income into Social Security, while lower- and middle-class workers contribute a flat 6.2% on every dollar they earn. Scrapping the cap corrects this regressive structure, making the system truly proportional. • Stabilizing Economic Growth: Keeping the Social Security Trust Fund robust ensures that retirees will continue to receive their full, earned benefits. Retirees have a very high marginal propensity to spend, meaning they immediately inject their benefits back into the local economy to purchase essential goods and services, providing a stable economic floor. • Directly Confronting Modern Inequality: When the current system was solidified in the 1980s, the payroll tax was structured to capture 90% of all national wages. Today, because wage growth at the top has far outpaced the rest of the economy, that coverage has significantly shrunk. Eliminating the cap restores the law's original intent and levels the economic playing field.
I urge you to champion the elimination of the earnings limit on Social Security payroll taxes. This initiative is about more than just numbers on a balance sheet; it is about honoring our collective responsibility to protect a system built on fairness, sustainability, and dignity.
