A $0 fix to keep neurodivergent Oregonians safe during traffic stops

I'm writing to ask you to sponsor or support legislation creating a statewide "Blue Envelope" program in Oregon, modeled on the law Washington just enacted (HB 2323, signed March 2026, effective June 11). The program is simple: neurodivergent drivers — autistic people, and others with ADHD, OCD, Tourette syndrome, and similar conditions — can voluntarily pick up a free envelope from DMV offices to hold their license, registration, and insurance. The envelope also carries printed guidance for both the driver and the officer on how to communicate calmly and predictably during a traffic stop. No medical diagnosis or documentation is required to participate. This addresses a real safety gap. By age 21, one in five autistic people have been pulled over by police, and one in twenty have been arrested — often because sensory overload or atypical responses get misread as noncompliance. A traffic stop is stressful for anyone; for someone who processes sensory input differently, it can escalate fast in ways that put both the driver and the officer at risk. This isn't a partisan idea. Washington's bill passed with only one dissenting vote. More than 30 states now have some version of this program, starting with Connecticut in 2020, and it has since expanded to states across the political spectrum, including Arizona, Illinois, Massachusetts, and Virginia, plus local programs like San Diego County's. Where it's been implemented, feedback from both drivers and law enforcement has been strongly positive — officers report better decision-making and communication, and drivers report meaningfully lower anxiety during stops. Oregon should not lag behind our neighbors on a low-cost, voluntary tool that protects vulnerable drivers and helps officers do their jobs more safely.
