Suspend Gas Tax Revenues and the California High-Speed Rail Project

To the Honorable Members of the California State Legislature and Governor of California: We, the undersigned residents and taxpayers of the State of California, respectfully call upon the Legislature and the Governor to take immediate action regarding the continued allocation of gas tax revenues and public funds to the California High-Speed Rail project. The California High-Speed Rail project was originally presented to voters and taxpayers as a transformative transportation initiative that would be completed within a reasonable budget and timeline. Instead, the project has experienced massive cost overruns, repeated delays, route reductions, and significant concerns regarding fiscal management and public accountability. As Californians continue to face high fuel prices, rising living costs, deteriorating roads and highways, and increased financial burdens, it is unacceptable that portions of transportation-related tax revenues continue to be diverted toward a project that remains incomplete and dramatically over budget. Therefore, we respectfully request the following actions: 1) Immediate suspension of any gas tax revenue allocations directed toward the California High-Speed Rail project. 2) Reallocation of those transportation funds toward critical statewide infrastructure priorities, including highway repair, bridge maintenance, local road improvements, and congestion relief projects that provide immediate and measurable public benefit. 3) Temporary suspension of further expansion and construction activity related to the High-Speed Rail project until a full and independent investigation can be conducted. 4) Formation of an independent grand jury probe or equivalent investigatory body to examine: * Cost overruns and budget escalation; * Contracting and procurement practices; * Project management decisions; * Use of taxpayer funds; * Potential waste, fraud, abuse, or misrepresentation made to voters and taxpayers. * Public release of all findings and recommendations so Californians can have full transparency regarding the stewardship of public money. California taxpayers deserve accountability, transparency, and responsible stewardship of public funds. Before additional billions of dollars are committed to this project, the public has a right to know how the project became so far over budget and whether continued investment is justified. We urge the Legislature and the Governor to act swiftly in the interests of fiscal responsibility and public trust. Respectfully submitted,
