RECONCILING NATIONAL ENERGY SECURITY: A MANDATE TO EXAMINE PETROLEUM SYSTEM DEPENDENCY, REFORM PATENT SECRECY LAWS, AND PREVENT MANUFACTURED GLOBAL CONFLICTS TO THE HOUSE OF REPRESENTATIVES AND SENATE OF THE UNITED STATES: We, the undersigned citizens of the United States, humbly exercise our Constitutional right under the First Amendment to petition the Government for a redress of grievances regarding the over-reliance on the global petroleum standard, the lack of transparency in the classification of alternative energy patents, and the use of military resources to safeguard corporate commodity markets. PREAMBLE & STATEMENT OF GRIEVANCES • The Manipulation of Energy Scarcity Narratives: We object to the strategic perpetuation of a legacy energy framework that relies entirely on finite, centralized fossil fuels. This artificial dependency is maintained through the suppression of advanced, decentralized power generation capabilities, forcing the public to subsidize an expensive and ecologically damaging infrastructure. • The Abuse of the Invention Secrecy Act: Under the Invention Secrecy Act of 1951, thousands of patent applications relating to high-efficiency energy generation, advanced electrical storage, and closed-loop proprietary propulsion have been placed under permanent secrecy orders. While framed as necessary for national security, this mechanism has been co-opted to protect commercial monopolies and prevent public-sector infrastructure modernization. • The Proliferation of Resource-Driven Warfare: We note with grave concern that domestic defense authorizations and foreign military allocations are consistently utilized to secure international oil trade routes and enforce global compliance with the petroleum dollar system. This dynamic creates unnecessary, manufactured conflicts that place American lives and resources at risk to prop up a legacy financial standard. DIRECTIVES FOR LEGISLATIVE ACTION Therefore, we demand that Congress immediately introduce, debate, and pass legislation executing the following three structural reforms: 1. The Patent Secrecy and Energy Innovation Reform Act Congress must amend the Invention Secrecy Act of 1951 to mandate an immediate, independent review of all active secrecy orders applied to alternative energy and propulsion technologies. Any patent withheld from the public for more than twenty years must undergo an unclassified public-interest audit to determine if its suppression is serving genuine national defense or merely shielding fossil-fuel interests from market competition. 2. The Comprehensive Audit of Unacknowledged Defense Expenditures Congress must exercise its strict constitutional authority over the power of the purse to conduct a comprehensive forensic audit of all Unacknowledged Special Access Programs (USAPs) and private defense aerospace contracts. This audit must identify and account for federal funds diverted toward the development of proprietary, next-generation energy systems that are being withheld from public infrastructure deployment. 3. The National Strategic Energy Transition Framework To prevent domestic economic destabilization, hyperinflation, or a sudden collapse of currency value, Congress must establish a bipartisan commission to design a managed, twenty-year phased transition away from petroleum dependency. This framework will ensure that as advanced, decentralized power systems are safely integrated into the public grid, domestic manufacturing and consumer purchasing power remain fully protected. CONCLUSION & PLEDGE The security of the United States and the future of human innovation must not be compromised to preserve the market dominance of a legacy energy sector. The technological, legal, and military mechanisms of this nation belong to the American people and must be used to foster progress, preserve the environment, and end resource-driven warfare. We demand absolute statutory transparency, regulatory accountability, and the immediate liberation of our nation's energy future.
