Support Global AI Regulation to Prevent Catastrophic Risks

To: Sen. Gillibrand, Rep. Jeffries, Sen. Schumer

From: A constituent in Brooklyn, NY

April 5

I need you to support the UN expert panel's call for global AI regulation. A recent UN Secretary-General appointed panel made clear that AI development cannot be left to market forces alone, and the risks of inaction are too severe. Without proper governance, we face autonomous weapons systems making kill decisions without human oversight, an AI-driven arms race that threatens human security, and the weaponization of AI for disinformation campaigns that endanger civilians. The transboundary nature of this technology means no single country can regulate it effectively. Right now, only seven wealthy nations participate in major AI governance initiatives, while 118 countries, mostly in the Global South, have no seat at the table. This concentration of power means the communities most vulnerable to AI harms have no voice in shaping its future. The panel recommends establishing an international scientific panel on AI, creating a global fund to bridge the digital divide, and requiring military AI deployments to comply with international humanitarian law. These are practical steps toward preventing catastrophic outcomes while ensuring AI benefits reach beyond a handful of pioneering states and corporations. We need globally inclusive AI governance now, before the technology outpaces our ability to control it.
