Two men are dead — Lorenzo Salgado Araujo in Houston and Joan Sebastian Guerrero in Maine — killed by ICE officers who were looking for someone else entirely. Neither shooting was captured on body camera. No video has emerged to support DHS's claims that officers acted in self-defense. The FBI and DHS internal affairs are investigating, but investigation is not enough. I want you to push for full criminal prosecution of the officers involved and demand that Congress defund ICE.
These killings are not isolated failures. ICE has hired nearly 8,000 new officers in nine months, many trained in a fast-track 42-day course — less than half the standard. ICE's own Enforcement and Removal Operations branch has no clear use-of-force guidelines for vehicle stops. Legal experts are explicit: attempting to flee does not authorize lethal force. ICE used unmarked cars, which cause drivers to panic, and one ICE official who reviewed pre-shooting footage was troubled by officers standing in each other's field of fire and failing to give clear commands. This is a structurally broken agency killing people with impunity.
The vehicle stop suspension is a band-aid. An agency that doubles its arrest rate, cuts training in half, and operates without accountability will keep killing people. Defund ICE and redirect those resources to agencies with real oversight, real training, and real consequences when officers take lives they had no right to take.
