Oppose the LOCOMOTIVES Act

Please stand opposed to the so-called Locomotives act (H.R.3194/S.1779), which would interfere with the ability of states to legislate air-quality on behalf of their residents, exclusively on subject matter of railroads. According to Reuters, all the Class I railroads are using dirty and older diesel locomotives, causing more NOx pollution than all the remaining coal power-plants in the country, and Californian attempts to limit this would be stymied by this act. I realize that it's not out of committee, but I hope you can speak with your colleagues on the House Energy and Commerce committee and Senate Environment and Public Works committee so that it hopefully won't make it to the floor.
