To ensure constitutional protections, transparency, and humane treatment in all immigration enforcement activities, any future DHS/ICE funding must include the following mandatory reforms:
Rescind or drastically reduce the funding increases granted during the Build Back Better negotiations and zero out the expanded DHS/ICE appropriations that have enabled unchecked enforcement activity.
Abolish administrative warrants and require judicial warrants only, consistent with constitutional standards.
Require agents to remove masks, wear visible identification, and use body‑worn cameras at all times during enforcement operations.
Freeze all expansion of detention facilities, including the purchase of new buildings or contracts for additional detention centers. End the use of for‑profit detention facilities entirely.
Prohibit the detention of children under any circumstances.
Guarantee access to legal counsel, as required by constitutional due process.
Provide free phone calls so individuals can contact attorneys and family members without financial barriers.
Establish state and local oversight of detention centers, including independent inspections and public reporting.
Ensure the SAVE Act is not inserted into any legislation, appropriations package, or procedural vehicle.
